If you refer to the boat tax introduced in 2012...that tax is only payable by Italian residents. However, owners of visiting vessels who spend more than 183 days per year in Italian waters could technically become tax resident in Italy and therefore liable to pay this tax.

We 've heard rumours of an Italian cruising tax. Does anyone know anything about this and how it may affect cruisers. We have a UK registered yacht.
